New Water and Sewer Rates

Message from the Mayor

Dear Annapolis utility user:

The Annapolis City Council recently approved higher fees for water and sewer service that went into effect July 1. The rate hike represents an increase of $23 per month for the average single-family home (using 167 gallons of water per day). For many property owners, the average quarterly bill could double.

These increases will impact every resident and business in Annapolis, and they could not come at a worse time. But they are necessary because for too long we have been paying artificially low fees that have contributed to our deficit each year. The new rates will allow the City to fund critical infrastructure projects and maintain our infrastructure for future generations while making the city's water and sewer enterprise funds self-sustaining.

The City will hold two workshops this month to arm residents with water conservation tools and help promote the cost savings. These 90-minute forums will be held on Thursday, July 14 at Georgetown East Elementary (111 Dogwood Road) and on Wednesday, July 20 at Mount Olive Community Life Center (2 Hicks Ave.). Each meeting will begin at 7 p.m.

Water and Sewer Rate Study - Objectives for the Rate Study

  • Necessary review of water and sewer funds to restore stability and financial health.
  • Need for long-term financial planning due to significant future capital investments required for systems.
  • Establish appropriate pricing structure for water and sewer service.
  • Funding will be needed for extensive capital improvement plans, including the new Water Treatment Plant (WTP).
  • The last rate study was conducted in 1999.
  • There have been no sewer rate increases since 1999. There was a 24% water rate increase last year.
